Kakooza,

As you're eligible for visa on arrival you should.
It's easier, faster, less hassle and probably cheaper compare to getting your visa at embassy/consulate.

Yes, Ugandan Passport Holder is eligible for Visa on Arrival.

FYI: here is the list of countries whose citizen are not eligible for Lao visa on arrival. Uganda is not in the list, meaning you're eligible.
